Equity & Exclusion

A Structural Review of Federal Policy

As America commemorates 250 years of existence, this resource offers a collection of 127 federal actions, laws, court rulings, and executive orders that have shaped Black life in America, through both inclusion and exclusion, from 1776 to 2026.

We acknowledge and fully expect counterarguments to what follows — some of them are documented directly within the entries themselves, where researchers genuinely disagree about how a historical action connects to a present-day outcome. That disagreement is shown, not hidden. But the goal of this project has never been to referee that debate. It is to document the legacy of 250 years of federal action and its impact on Black Americans.
